IOANNA OLIVIA ZEVGARAS

Ioanna Olivia Zevgaras is a member of the law firm Short & Billy, PC. She graduated from New York University (2000), and received her J.D. from New York Law School (2003) where she served as executive editor on the Journal of International and Comparative Law and authored “Balancing Caution & Expedience: The FDA’s Over–Conservative Drug Approval Regulations for Medicines to Treat the Terminally Ill.” Ms. Zevgaras also served as judicial extern to the Hon. Nicholas Tsoucalas at the U.S. Court of International Trade.

Ms. Zevgaras has a strong interest in health care law and is a member of the NY State Bar Association Health Law Section. Having worked with Short & Billy since December of 2003, Ms. Zevgaras' practice has involved representing both doctors and insurance companies. She has served as an advisor to physicians with many aspects of their professional careers. She has assisted in their corporate dealings with running a medical practice, drafting consents and disclosures and drafting and negotiating employment contracts, and partnership and profit sharing agreements.

Ms. Zevgaras’ insurance practice includes civil health care fraud actions for violation of the Racketeer Influenced and Corrupt Organizations Act, class action defense, declaratory judgment actions, appeals, trials and arbitrations.

Ms. Zevgaras has assisted senior citizens, persons with disabilities and low income individuals with the complicated Medicaid (Title XIX) application process. She has incorporated organizations, drafted Articles of Incorporation and By-laws and successfully counseled clients to form non-profit organizations, formulate non-profit mission statements and strategic business plans, and apply to the IRS for 501(c)(3) tax exempt status.

She is the author of “How Far Will the Law go In Extending a Physician’s Duty to Warn Patients?” New York Law Journal, May 22, 2017. Ms. Zevgaras has also assisted in the annual update of the No-Fault chapters in New York Insurance Law (published by Matthew Bender) and has co-authored Chapter 32 of the New Appleman Insurance Law Practice Guide. Ms. Zevgaras enjoys conducting seminars for clients in the fields of insurance and health care fraud.

Ioanna Olivia Zevgaras is a member of the NY State Bar Association Health Law Section, the Hellenic Lawyers Association of NY and is admitted to the Courts of the State of NY, the Southern and Eastern Districts of NY, and the Courts of the State of NJ.
